Network Basic Input/Output System

This applications used on different computers over a single LAN and services are being provided in relation to the session layer of OSI model.

Every Windows compatible computer has a NetBIOS name which can be visible in the control panel/Network. The Network Neighborhood and NET USE basically use the feature of NetBIOS. Its specification mentions when a windows network is installed/configured.
A NetBIOS name is usually a host name.

A host name can be viewed in the Control Panel/DNS; these are used as applications such as
web browsers or ftp etc.

For connecting to an IP, the H.N. should be resolved into an IP address which is normally done by DNS. However, a change in Host name will not change the NetBIOS name.
