Confused between VPS and a Cloud Server

I am very interested in a VPS Server, but I am not sure which to go vps or cloud server?
Basically, I need root access and unable to judge which to choose. Can you please elaborate a bit about it?

How does it compare in speed to VPS? and How long will it be till my server gets working?
