VPS is a Virtual Private server and VPS can be the first step from leaving shared hosting plans and wish to make use of more services and features.
VPS is manly for those user who need more access as compare to shared hosting plans.
One can also directly upgrade to dedicated server hosting but it's quite expensive as compare to shared plan. So VPS hosting comes in to fill this wide gap between normal web hosting services and dedicated web hosting services.
Performance wise dedicated server is always better as compare to a VPS.RsyNc.

In case you have just started with your hosting business, a VPS will be a good start. A VPS is a bridge between a shared hosting and dedicated server. You get almost all features of a dedicated server on a VPS, with less resources as compared to a dedicated. So you can start with a VPS.

If uptime is a concern so you definitely need 100% uptime guaranteed then Cloud Hosting would be a good package for you as redundancy is a key factor built into the cloud's design and can be scaled as your business grows. Again with the cloud servers you get 2 months free when you pay annually.
Dedicated servers are a good option if you want the power without the same level of redundancy of the cloud servers but at a lower cost on a monthly basis. The downside to dedicated servers is if you are not running at least 2 servers in a cluster at some point in time there will need to be some downtime for hardware maintenance.Interesting, let me think on this....... to the think tank!

To be honest I'd recommend you start off with a reseller hosting plan rather than a VPS. That's me being entirely honest with you. I could give you the sell and tell you to get a VPS as you pay us more, but if you are starting from nothing a reseller plan will be perfect for you. It introduces you to the concept of hosting/creating accounts without giving you a level of access which would allow you to do damage.
At any time in the future you can opt to upgrade to a VPS or Dedicated. All you need to do is make sure the same control panel is used each time as this leads to an easy migration.
