Follow the steps to start windows in Safe Mode by force:
Hold down Windows and R. (force Windows to start into safe mode every time you reboot the PC).
Hold down Windows Key and R.
To open the dialogue box, type msconfig.
Choosing the Boot tab.
Click Apply after choosing the Safe Boot option.
When the System Configuration box appears, select Restart to put the modifications into effect.

Safe Mode removes third-party scripts from the Editor, however, it does not remove 3rd-party scripts from the Widget Panel.

In recovery mode, you can use it to fix fatal errors on your site that would otherwise cause issues such as the WordPress white screen of death.
