    Page Rank isn't something which would keep fluctuating every now-and-then, it may be the tool that you are using which has the problem. I'd suggest you to try some other tool to check the PR of your webpages.

    I've seen a lot of debate on the web regarding how frequently Google updates the Page Ranking. Long story short, there are two types of page rank. One that we normally see and use, called "Pseudo Page Rank" (which is generally updated every 2 or 3 months), and a second one, which is the actual page rank (available only to the Google team). The latter changes dynamically.

    Maybe it is the webpages you put the links to your website. When it comes to building links, quality matters. You should aim to get backlinks from 'clean' and well ranked websites.

    The page rank can be improved by using keywords in title, in header and every where on the web page and by improving the content of the webpage.
    The page rank can also be improved by obtaining links from high traffic websites.

    FYI. Google Toolbar Page Rank was rolled-out on the 20th of June 2011. You may for the changes for your websites, don't forget to check the PR's for the internal pages as well. As the PR for my index page has shown no update but the internal pages (even the newer one's) have shown an increase.

    How did you know that they didn't work? Normally Google updates websites' PR every four months or so. To be safe, try to build links consistently and naturally and wait for at least six months to determine if it works or not.

    Are you talking about your page ranking/position in the result pages, or are you talking about "page rank" (Page Ranking)?

    If you lost your position, there are lots of possible factors that could be the reason, if the only one was the broken link, yes your page should gain a better position again in relative short time, if not the broken link was not the only reason for the change.

    If you are talking about PR, the loss of PR for a page cannot be caused by a broken link on your page/site.
