Can Social Bookmarking fetch in Backlinks?

As per my understanding Social Bookmarking sites have no follow tags therefore they have no value from a link building standpoint.

Am I correct?

I do not disagree the fact that social bookmarking sites bring in high traffic. But I am also curious about the SE factor.
