is it obsolete to use HTML for designing

As you know good design enhances the message of your site, helps visitors find what they're looking for and determines how the rest of the world sees your web site. Many people are saying that using HTML to control the look of text and other web page elements is obsolete,are you in favor of this saying?Your thoughts?

Generally, the accepted use of HTML nowadays with web developers is HTML for the structure of web pages only, and CSS should be exclusively used for the design elements of a web page.
