What exactly do you need the sidebar for? Usually any sidebar (horizontal or vertical) would do. Its up to you how you want it to be.

Hi, Horizontal navigation bar will work just fine with any website because it is easy to navigate and user friendly. You can go for vertical sidebar as well but sites with horizontal bar are in trend.

Leave aside what's best for SEO for sometime and think what the visitors would feel comfortable with. After-all it'd be the visitors who'd be using your website, SERPs is a mere reflection of how your site is perceived by the visitors.

So think from a user perspective first and then polish it for SE's.

In my opinion, a vertical side bar works great! It displays all the important widgets properly and looks great with any website theme.

I think it would largely depend on the niche of your website. A good way to understand the effectiveness of any layout, structure, navigation or design is to run an A/B test. Based on the findings you may implement the version which is accepted by the users. This usually helps with going beyond perceptions on the basis of realistic facts.

There isn't any different between horizontal and vertical sidebars for SEO optimization , but I think horizontal sidebar is good for website navigation .

I would suggest you focus on the user experience rather than whether a horizontal or vertical sidebar is good for SEO. If you make changes that might have a good SEO impact, but is a bad user experience, which one is more important? The user experience should always come first - if you focus too much on SEO and your visitor's have a bad experience visiting your website, they might not return.

In any case I do not think there is any SEO benefit from choosing either a horizontal or vertical sidebar. There are certain usage cases where either one would work better for certain websites, so it wouldn't make much sense for search engines to favour one over the other. It's all quite simple really.
