It looks like this thread is a bit dated, but for anyone still looking to do this, you might want to check out sitemailcms.com.
It allows folks to update their own websites via email.

Installing a completely blown CMS is just to hard.He will have to go and skin which takes a long time. At least if he used the integrated Dreamweaver stuff he has the capability to develop it in Dreamweaver.
